Regional Operational Programme Was Modified

Increasing energy efficiency of buildings will be financed by non-reimbursable European funds. Today, 24 May 2012, in Arad, the Monitoring Committee of the Regional Operational Programme approved the modification of the programme, so it could finance investments in energy efficiency of housing blocks at the level of the Romanian cities, which are part of the ROP Priority Axis 1, by introducing a new key area of intervention: Supporting investments in energy efficiency of dwellings.

The modification of the text of the Regional Operational Programme represents a mandatory phase for the works on increasing the energy efficiency of blocks to be achieved with European funds, too.

 

The Government of Romania has the agreement in principle of the European Commission to finance works on increasing the energy efficiency of housing blocks, under the Regional Operational Programme, in the current fiscal year. On 26 April 2012, the Ministry of Regional Development and Tourism submitted to the European Commission a variant of the financing scheme for energy efficiency, together with a response letter of the Romanian authority to the requests for clarification of the EC.

The financing scheme proposed by the Romanian authorities provides the inclusion in the programme of the housing blocks built by projects elaborated during the period 1950-1990, with a focus on those buildings inhabited by people exposed to social risks.

To elaborate the financing scheme for energy efficiency, the Romanian authorities benefited from assistance provided by Jaspers experts.
